Human resources Policy for researchers: the HRS4R awarding process

INSA Lyon granted the "HR Excellence Research" label from the European Commission for its "human resources strategy for researchers" (HRS4R) in July 2021.

This label aims to promote improvements in the recruitment and working environment of Researchers. It is based on the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers drawn up in 2005 by the European Commission.
On 25 November 2019, Frédéric Fotiadu renewed INSA Lyon's commitment to respecting the principles set out in theses documents.

Why is INSA Lyon taking this step?

Endorsement to the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers underpins INSA Lyon's policy on the recruitment of researchers and aims to support and amplify the principles set out in these guidelines:

 

  • Support the international attractiveness of the institution,
  • Support the change in work culture,
  • Establish a working environment that is favourable to teaching and research staff,
  • Demonstrate the attention given to teaching and research staff and laboratory support staff,
  • Benefit from international visibility via the listings on the EURAXESS website,
  • Join a pan-European network of researchers, organisations and institutions involved in research via the label.
     

 

Self-assessment and action plan

The guidelines on which the label is based are structured into four topics : ethical and professional aspects, recruitment, working conditions and social security, and training and career development. A self-assessment of these topics was carried out in 2019 and led to the development of an action plan, which was presented to and voted on by the Board of Directors on 19 December 2019. The self-assessment and action plan were drawn up in collaboration with representatives of the entire research community, as well as human resources and support services. The 26 actions identified are being rolled out from 2021 and are planned to run until 2025. 

During the first semester of 2023, in line with the continuous improvement approach on which the European label is based, the institution updated its initial self-evaluation. Working groups were set up, in line with the approach initiated in 2019, to identify the school's strengths and weaknesses in the light of changes in the context and the deployment of the initial action plan. All of this work and the progress of the action plan are included in the report, which was presented to the relevant bodies (SC, CSA and CDR) in June and July 2023.
